Transit Oriented Development and congestion
Transit-oriented development (TOD) has many benefits for communities. However, a review of the research literature suggests that no real consensus exists for the specific debate on whether TOD reduces traffic congestion. Below, we provide facts about the benefits of TOD that justify its consideration.
Several facts on TOD:
- TOD increases mobility choices and the convenience of public transit
- TOD reduces overall Vehicle Miles Traveled
- TOD provides more housing choices closer to transit
- TOD does not increase school-related trips
- Higher densities reduce “required” movement with resulting benefits that could include reduced energy costs, air pollution and congestion
In addition, we provide the following links that suggest how government agencies could facilitate the incorporation of TOD into their communities by adopting strategic and holistic planning practices:
- Waiving or relaxing LOS standards at locations near TOD
- Conversion of station-area parking to TOD
- Measuring transit and TOD performance
