Caltrans received numerous comments on the proposed revisions to the Highway Design Manual (HDM) and is reviewing and addressing the comments; the final revised HDM is anticipated for release in December 2011.  The revised Manual on Uniform Traffic Control Devices was adopted by Caltrans the week of October 17, 2011.  The revised manual includes two new control devices for pedestrian crossings, including crossing signals for mid-block crossings.
